The Orange County Economic Development Corporation was formed in 2003 to better serve the economic development needs of Orange County. The County of Orange, the Orange County Port and Navigation District and the Cities of Bridge City, Orange, Pinehurst, Vidor and West Orange realized the strengths gained by pooling resources to attract quality jobs and investments to Orange County. The Corporation has since hired a full-time economic development staff and provides services to assist new and existing businesses to expand or relocate to Orange County. Our staff stands ready to assist with all your expansion or relocation needs. These services are free and will remain confidential until such time as state law will allow.

Bobby Fillyaw has been the Executive Director of the Orange County Economic Development Corporation since April 2005. Before coming to the OCEDC, he was the Executive Director of the McGregor Economic Development Corporation in McGregor, Texas where he recruited new business and managed the 9,000-acre McGregor Industrial Park. Fillyaw grew up in Southeast Texas in nearby Newton County and is a graduate of Stephen F. Austin State University with a Bachelor's of Applied Arts and Sciences degree. He is also a graduate of the Economic Development Institute at the University of Oklahoma.

Shirley Zimmerman is the Administrative Assistant to Mr. Fillyaw and has been employed by the Corporation since January, 2005. She is a native of Blackwell, Oklahoma and has a Business Administration degree with a Minor in Accounting from Oklahoma State University.
